Short Description:

German Cooperation – GIZ initiated the Program of Water Sector Reform which aims to improve the institutional, regulatory and managerial capacity of institutions in Albanian sector of drinking water and waste-water management. This program has focused its support measures in three fields of activities:
1) Advice at ministerial level in continuing sector reform underway
2) Measures to raise the efficiency of water and sewerage utilities
3) Continued strengthening and consolidation of the Albanian Water Regulatory Entity (ERW).
In the framework of this Program, CRCD is awarded to provide consulting services for collecting and compiling all relevant and secondary technical, commercial, financial and environmental data for 21 water utilities and to assess the current situation in terms of energy efficiency in water utilities and come up with recommendations on how these utilities can improve their performance. The job is carried out in strong collaboration and by coaching the utilities staff how to provide historical data, to register the assets in a specific excel sheets called Energy Efficiency Tools and etc.

Type of services provided by the bidding consultant

  • Collecting and analysis relevant primary and secondary data.
  • The generation of all commercial and financial baseline data to be used for analysis and recommendations, as well to assist the WUs staff on the performing with Energy Efficiency Tool.
  • Energy optimization assessments (cost benefit analysis)
  • Coordinate the overall activities of the team of experts
  • The delivering of the final report
